Bill Steels is the true final boss of Super Ledgehop. In his younger years, he was an ordinary jock who has a heart for football. Things were normal until a group of thugs annihilated everyone in a football game, including his team and his family. He managed to escape this massacre, and from that day forth, he set his heart into ruling the city to get rid of all thugs. Many years after, he succeeds in becoming the city's governor. Knowing that Tito will be a large roadblock to his plan, he had him impeached. He took advantage of the fact that Chizuma is easy to manipulate. He was able to continue his plan of setting off a nuclear bomb by disguising it as a plan to increase the city's energy with Kamuro's flame powers. This was able to go through smoothly by using Chizuma's kindness to sway Kamuro to go through the plan until Kamuro found out the truth and escaped.
